The Founder made the decision to recruit from a relatively small pool of talent at the main Tourism Hub.
These individuals are taught from immediate sentience to work for the good of Tourists and the Fictional Realities of Belphus according to the will of The Founder.
Operatives can be recruited from minor realities as in the case of Horus. All are recruited and vetted for loyalty accordingly. Occasional Rogue Elements are permitted.
Tourism Luggage is assigned to individual Tourism Operatives to act as both a safe guard and a secondary level of operational security.
