The Tourism Board established this organisation as an experimental counter-measure against the rise of superhumans overpowering otherwise mundane Variant Planets.

The establishment of the SHRE led to mostly failure due to their inability to overcome superhumans with the level of technology and military forces they possesed.

Due to the failures, the concept of the SHRE was largely dropped and additional intiatives such as meta-physical limitations on superhumans were engaged to strike a balance.

This in turn led to Tourist Complaints and the SHRE project was largely mothballed but one or two variant planets were preserved for future observation.
